A Mandate for Modernization: CW3 on Canada’s 2025 Election

With the Liberal Party set to form government, Canada enters a new political chapter at a time of mounting economic pressure and declining global competitiveness.

The Canadian Web3 Council (CW3) congratulates Prime Minister Mark Carney and his team on earning the trust of voters. This new mandate brings a critical opportunity and urgent responsibility to address the structural barriers limiting growth. Canada’s financial infrastructure is outdated, innovation is stalling, and investors are looking elsewhere.

CW3 Executive Director Morva Rohani issued the following statement:

This election creates an opportunity to advance a bold economic vision and reframe our approach to financial modernization. We need policy leadership that recognizes Web3 as a foundational layer of future financial infrastructure, not a fringe sector or speculative trend. If we want to grow a resilient, inclusive economy, we must remove the barriers that are driving capital, talent, and innovation out of Canada.

Canada’s approach to digital assets has been fragmented and slow to adapt. We can no longer afford to treat Web3 technologies — including stablecoins, tokenized assets, and decentralized financial infrastructure — as secondary issues. These innovations are already transforming how capital moves, how value is exchanged, and how services are delivered globally. Other jurisdictions are moving fast to implement frameworks that foster responsible innovation while safeguarding financial stability and consumer trust. Without decisive action, Canada risks falling even further behind.”

In two weeks, during Canada’s Crypto Week, the Canadian Web3 Council will release The Future of Web3 in Canada: A Blueprint for Responsible Innovation, outlining practical steps the federal government can take to build a robust Web3 ecosystem — modernizing payment systems, expanding financial access, and enhancing economic resilience through Web3 integration.
